Article 1.1: Legislation on administrative offences

1. The legislation on administrative offences consists of this Code and the laws of the constituent entities of the Russian Federation on administrative offences adopted by it. 2. This Code is based on the Constitution of the Russian Federation, the generally recognized principles and norms of international law and international treaties of the Russian Federation. The Russian Federation has rules different from those provided for in the legislation on administrative offences and the rules of the international treaty apply.
