Article 1.6: Ensuring legality in the application of administrative coercive measures in connection with an administrative offence

1. A person held administratively liable may not be subject to administrative penalties or enforcement measures in an administrative offence case unless 2. Application by an authorized body or official of administrative penalties and enforcement measures in administrative proceedings 3. In the application of administrative measures, an offence committed in connection with an administrative offence shall be committed within the competence of the said authority or official in accordance with the law. No decision or action (inaction) that is degrading to human dignity is permitted.
