Article 2.2. Guilty forums

1. An administrative offence shall be deemed to have been committed intentionally if the perpetrator was aware of the unlawful nature of his or her act (inactivity) and foreseen its harmful consequences and 2. An administrative offence shall be deemed to have been committed by negligence if the person committed the act of torture or other cruel, inhuman or degrading treatment or punishment.
