Article 7.23.2: Violations of the legal requirements for the transfer of technical documentation to a multi-family house and other documents related to the management of such a multi-family house

1. Obstruction of the management of a multi-family house by refusing to transfer technical documentation to a multi-family house and other management-related services the house of the documents of the management organization, the partnership of the owners of the dwelling, the housing cooperative, the housing and construction cooperative, another specialized consumer cooperative or to one of the owners of the premises in the apartment building, either to evade the transfer of such documents to the persons concerned or to violate federal laws and regulations and with them other legal acts of procedure and time limits for the transmission of the said documents, shall impose an administrative fine on citizens of between 2,000 and 5,000 roubles; 2. The commission of an administrative offence provided for in article 14, paragraph 1, of the Convention on the Elimination of All Forms of Discrimination against Women; This article, an official previously subject to administrative punishment for a similar administrative offence, is subject to disqualification for a period of one to three years.
