1. Violation of the rules established for the movement of vehicles in residential areas, except in the case provided for in paragraph 2 of this article, shall be punishable by an administrative fine at times. 2. The violation provided for in part one of this article, committed in a city of federal importance in Moscow or in St. Petersburg, entails the imposition of an administrative ship. A pamph of 3,000 rubles.
