Article 18.9.1 Violations of the rules on migration registration of foreign nationals and stateless persons at their place of residence in the provision of accommodation facilities classified by law by the Russian Federation on tourist activities
1. Violation by a legal person or a person engaged in business activities without the establishment of a legal person in the provision of accommodation facilities classified as: in accordance with the legislation of the Russian Federation on tourist activities, the deadline for submitting to the migration registration authority a notification of the arrival of a foreign national or a person without a nationality the departure of a foreign national or stateless person from his or her place of residence, but for no more than one working day, shall entail the imposition of administrative penalties. 2. The repeated commission of an administrative offence provided for in paragraph 1 of this article entails the imposition of an administrative offence. 3. Violation of the period specified in part one of this article for more than one working day shall be punishable by an administrative fine. Note: In the event of a violation by a legal person or a person engaged in business activities without the establishment of a legal person, (a) The provision of accommodation facilities classified in accordance with the legislation of the Russian Federation on tourism activities and the deadline for submission to the migration authority; with regard to notification of the arrival of a foreign national or stateless person at the place of residence and (or) notification of the departure of a foreign national or stateless person from the place of residence In respect of two or more foreign nationals and (or) stateless persons, the administrative liability established by this article shall be incurred in respect of each foreign national or persons The Committee recommends that the State party take measures to ensure that the State party’s implementation of the provisions of the Convention is consistent with its obligations under the Convention.
