Article 2.5: Administrative liability of military personnel, citizens called for military duties and persons of special rank

1. For administrative offences, with the exception of the administrative offences provided for in paragraph 2 of this article, members of the armed forces, citizens called for military duties and persons with special qualifications Officers of the Investigation Committee of the Russian Federation, internal affairs agencies, the National Guard of the Russian Federation, bodies and institutions of the penal correction system, by the Russian Federation, the State Fire Service and customs authorities in accordance with federal laws and other legal acts of the Russian Federation The Federations that regulate the military service (services) of the said persons and their status are subject to disciplinary responsibility. 2. Administrative offences provided for in articles 5. 1.5.3 — 5.26.5.45 — 5.50.52.5.6 3.7.30.1 — 7.30.3 — Chapter 8 — Article 11.16 (in respect of breach of fire safety requirements outside military service (services) or military charges), and 12, articles 14.9, part 7 of article 14.32, chapters 15 and 16, articles 17.3, 17.7 to 17.9, parts 1 and 3 of article 17.14, articles 17.15, 18.1 to 18.4, parts 2.1,2.6 and 7 of article 19.5, articles 19.7.2., part 5 of article 19.8, p. 19.12, art. 204, regarding the violation of fire safety requirements outside military service or service or the passage of military charges, and art. 20.25, para. 1, of the present Code, persons referred to Part 1 of this article shall be subject to administrative liability on general grounds, except in the cases provided for in part 3 of this article. 3. in the case of non-compliance with mandatory requirements subject to State control (oversight), organization and implementation which is regulated by article 2, paragraph 6, of Federal Act No. 248-FZ of 31 July 2020 on State control (oversight) and municipal control in the Russian Federation, or persons referred to in part 1 of this article shall be subject to disciplinary liability if they commit these administrative offences at the facilities of the relevant State control.
