Article 20.16: Illegal private detective or protective activities
1. The exercise of private security activities without special authorization (licences) or the provision of security services by a person without the legal status of a private security guard is subject to the imposition of an admin. A fine of between 2,000 and 5,000 roubles for citizens; 5,000 to 10,000 roubles for officials; 30,000 to 60,000 for legal persons 1.1 Repeated commission of an administrative offence provided for in paragraph 1 of this article is punishable by an administrative fine of between 5,000 and 10 citizens. Thousands of rubles or compulsory work for between 100 and 200 hours; for officials, disqualification for between six months and three years; for legal persons, between sixty-five thousand and one hundred 30,000 rubles or administrative suspension of activities for up to ninety days. 2. Private detective (scotch) activity without special authorization (licence) — Administers an administrative fine of between 2,000 and 2,000 500 rubles for citizens; four thousand and five thousand rubles for officials; and three hundred rubles for legal entities. 3. Implementation of vocational training activities and additional vocational training for private detective or protective personnel without special authorization (licences) or in violation of statutory requirements, imposes an administrative fine on the head of the institution of 4,000 4. The provision of private detective or security services not provided for by law, or the provision of such services in violation of the requirements established by law, is punishable by hell. Ministerial fine for private detectives (guardians) ranging from one thousand five hundred to 2,000 rubles; for heads of private security organizations from 3,000 to 5,000 rubles.
