Article 23.74: Bank of Russia

1. The Bank of Russia deals with administrative offences under articles 5.53 to 5.55, parts 10 and 14 of article 7.30.3, parts 1 and 3 of article 13.11.3 (within the limits of its powers), parts 1 article 13.25, parts 1.1 of article 14.4.1., parts 1 to 5 and 7 to 9 of article 14.24, articles 14.29, 14.30, parts 1 to 3 of article 14.52 (if the offences in question are committed by self-regulatory organizations in 15.23.1, articles 15.24.1, parts 2 to 4.6, article 15.26.1, part 1 (except for limitation of working time) articles 15.26.3 to 15.26.5, paragraphs 1 to 3 of article 15.27 (within the limits of its powers), articles 15.28 to 15.31.15.34.1, 15.35, 15.38, paragraphs 1.3 and 5 of article 15.39, articles 15.48 (within the limits of its powers), 2. The President of the Central Bank of the Russian Federation is entitled to consider administrative offences on behalf of the Bank of Russia: (1) and his deputies, the head of the territorial institution of the Central Bank of the Russian Federation, and his deputies, on the administrative offences provided for in part 1 of this article; (2) Heads of the structural units of the Central Bank of the Russian Federation, their deputies, who are responsible for the supervision and control of financial markets (excludes — administrative offences under articles 5.53 to 555 of article 13.11.3 (within the limits of its powers), paragraphs 1.3 and 4 of article 13.25, parts 1 and 1.1 of article 14.4.1., parts 1-5-7-9 of article 14.24, articles 14.29.14.30, parts 1-3 of article 14.52 (if the offences in question are committed by self-regulated organizations in the financial market),c Articles 14.52.2, 15.17 to 15.22, parts 1 to 10 of article 15.23.1, articles 15.24.1, parts 2 to 4.6 of article 15.26.1, part 1 of article 15.26.2 (except for limitation of working time), articles 15.26.3 to 15.26.5 in article 15.27, parts 1-3 (except for administrative offences committed by credit institutions, officials of credit organizations, employees of credit organizations referred to above) Article 15.27, articles 15.28 to 15.31, 15.34.1, 15.35, 15.38, article 15.48 (within the limits of its powers), article 19.5, paragraphs 9 and 9.1, article 19.7.3 of the present Code; and article 4 July 2020 — Federal Act of 23 June 2020 N 187-FZ
