Article 3.1: Purposes of administrative punishment

1. The administrative penalty is the State ' s measure of liability for an administrative offence and is applied to prevent the commission of new offences. 2. Administrative punishment may not be intended to humiliate the human dignity of an individual who has committed an administrative right. Violation or physical suffering, as well as damage to a legal person ' s business reputation.
