Refusal of an employer or a person representing him or her from participating in negotiations for the conclusion, modification or addition of a collective agreement, agreement or breach of a legal time limit and the lack of a collective bargaining commission, an agreement within a time frame determined by the parties, triggers the warning or imposition of administrative measures. A fine of between 1,000 and 3,000 rubles.
