Article 14: Definition of crime

1. A socially dangerous act prohibited by this Code under threat of punishment shall be deemed to be an offence. 2. An act (inaction) is not an offence, although it is a formal offence. which contains the indications of an act provided for in this Code but which, by reason of its smallness, does not constitute a danger to society.
