Illicit acquisition, storage, transport, production, sale or transfer of precursors of narcotic drugs or psychotropic substances, as well as illicit acquisition, storage, transport, marketing or the transfer of plants containing precursors of narcotic drugs or psychotropic substances or parts thereof containing precursors of narcotic drugs or psychotropic substances, if any e contains a criminal offence, is subject to an administrative fine of between 4,000 and 5,000 rubles or to administrative arrest for up to fifteen days. Acts committed by a foreign national or a stateless person — liable to an administrative fine of between 4,000 and 5,000 rubles with administrative expulsion for the offence 1. Persons who have committed administrative detention for up to 15 days with administrative removal outside the Russian Federation. An offence under this article which voluntarily surrendered acquired precursors of narcotic drugs or psychotropic substances, plants containing precursors of narcotic drugs or and psychotropic substances or parts thereof containing precursors of narcotic drugs or psychotropic substances shall be exempted from administrative responsibility for the administrative offence in question. " The voluntary surrender of precursors of narcotic drugs or psychotropic substances, plants containing precursors of narcotic drugs or psychotropic substances or parts thereof may not be recognized, 2.
