A patent is a document that grants a foreign citizen the right to work in Russia under an employment contract. Citizens of Uzbekistan, Tajikistan and Kyrgyzstan must have a patent to work for individuals or legal entities. Working without a patent is considered illegal and is punishable by a fine of up to 5,000 ₽ with possible deportation.
This article provides a step-by-step guide on how to obtain a patent in 2026, how much it costs, how to renew it, and what to do if the patent expires.
Important: citizens of Belarus, Armenia, Kazakhstan and Kyrgyzstan (EAEU) do not need a patent. They work under the same rules as Russian citizens. A patent is required for citizens of Uzbekistan, Tajikistan, Azerbaijan, Moldova, Ukraine and other countries not part of the EAEU.
Who needs a patent
A patent is mandatory if you:
- Are a citizen of a country not in the EAEU (Uzbekistan, Tajikistan, Azerbaijan, Moldova, Ukraine);
- Entered Russia visa-free (with an internal passport);
- Work for hire — for individuals (nanny, driver, handyman) or legal entities (cafe, construction, utilities);
- Plan to work for more than 1 month.
No patent required:
- For EAEU citizens — Belarus, Armenia, Kazakhstan, Kyrgyzstan;
- With TRP or Residence Permit — temporary residence permit or residence permit;
- When working as self-employed with a patent — a rare case;
- For short-term work up to 30 days (under a civil law contract).
How to obtain a patent — step by step
Step 1. Entry into Russia and migration registration
First — enter Russia (visa-free) and register for migration within 7 working days. This is usually done by the receiving party — the employer or landlord.
Step 2. Collecting documents
To obtain a patent, you need:
- Passport of a foreign citizen + notarized translation;
- Migration card with entry stamp;
- Detachable part of the arrival notification (migration registration);
- Photos 3×4 — 2 copies;
- HIV test certificate — from a medical center;
- Medical certificates confirming absence of infections and drug addiction;
- Certificate of knowledge of Russian language, history and fundamentals of Russian law — for most categories;
- Receipt for payment of the fixed advance NDFL payment;
- Application for a patent — filled out at the MFC or the GUVM MVD of Russia.
Step 3. Submitting documents
Documents are submitted in person to:
- MFC (multifunctional center) — the most convenient way;
- MVD Migration Department at the place of stay.
Documents are accepted, a receipt is issued, and verification begins.
Step 4. Medical examination and fingerprinting
Mandatory:
- Fingerprint submission (fingerprinting);
- Medical examination — at an accredited medical center.
Results are automatically entered into the MVD database.
Step 5. Russian language exam
The exam consists of 3 parts:
- Russian language — basic level;
- Russian history — fundamentals;
- Fundamentals of Russian legislation — basic knowledge.
The exam costs from 3,800 to 6,000 ₽ depending on the region. The certificate is valid for 5 years.
Exempt from the exam: citizens of Belarus, Kazakhstan, Armenia, Kyrgyzstan; men over 65; women over 60; group I disabled persons; other categories.
Step 6. Receiving the patent
After verification — 10 working days — the patent is issued in person. Check the details:
- Full name;
- Date of birth;
- Profession (one or several may be indicated);
- Region of validity (the patent is valid only in the region where it was issued).
How much does a patent cost in 2026
The cost of a patent depends on the region — each subject of the Russian Federation sets its own coefficient. Plus the federal deflator coefficient.

- Notarized passport translation — 700–1,500 ₽;
- Photos — 300–500 ₽.
Total for the first year: 80,000–130,000 ₽ — depending on the region.
Patent processing time
A patent is processed within 30 days from entry into Russia. In practice — 10–20 working days, if all documents are in order.
Important: if you do not obtain a patent within 30 days of entry — you must leave Russia. Otherwise — a fine and entry ban.
Patent renewal
A patent is renewed by paying the advance NDFL payment.
How it works:
- First month — paid when the patent is issued (included in the cost);
- Each subsequent month — by the 25th of the previous month;
- Late payment — the patent is cancelled.
Example: the patent was issued on March 1. To renew for April — pay by March 25. If not paid by March 25 — the patent is cancelled on April 1.
Payment — through a bank by receipt. Details are sent to your personal account or issued during processing. Save receipts — they prove payment.
Consequences of working without a patent
Liability for the migrant:
- Fine — 2,000–5,000 ₽ + administrative deportation from Russia;
- Entry ban — up to 5 years (in some cases up to 10);
- Entry closure — automatically within 1–2 months.
Liability for the employer:
- Fine — from 250,000 to 800,000 ₽ for each illegal worker;
- Suspension of activity — up to 90 days;
- For repeated violation — criminal liability (Article 322.1 of the Criminal Code).
Plus risks for you:
- The employer may not pay for the work — nowhere to complain, you broke the law;
- No employment contract — no protection in a labor dispute;
- In case of an accident — no insurance or compensation.
What to do if the patent has expired
An expired patent is a serious violation. What to do:
- Within 3 days — pay the missed payment. Sometimes payment saves you from cancellation.
- If the patent is cancelled — leave Russia within 15 days.
- Appeal the cancellation — through court or a higher MVD body, if you are sure you are right.
- New patent — after leaving and re-entering.
Important: when the patent has expired, do not try to work — this will worsen the situation and lead to an entry ban.
Common mistakes of migrants
Mistake 1. Working outside the patent region
A patent is valid only in the region where it was issued. If you obtained a patent in Moscow but work in the Moscow Region — this is a violation and a fine.
Mistake 2. Missing the renewal payment
Payment must be made by the 25th of the previous month. Pay on the 26th — the patent is cancelled.
Mistake 3. Working in a profession not in the patent
The patent specifies a profession. If you work as a cook but the patent says “builder” — this is a violation.
Mistake 4. Not checking the details in the patent
An error in the name, date of birth or region — the patent is invalid. Check immediately upon receipt.
Mistake 5. Working without an employment contract
The employer must conclude an employment contract or a civil law contract and notify the MVD. Without a contract — no protection of rights.

How long is a patent valid?
A patent is issued for a period of 1 to 12 months. It is renewed monthly with payments. Maximum — up to 12 months from the date of issue.
Can a patent be obtained without leaving Russia?
No. A patent is issued only after entry into Russia. The first patent — only based on entry.

Contact the MVD department with an application for restoration. A duplicate will be issued. Working without a document is not allowed.
