Migration registration is the mandatory registration of a foreign citizen at the place of stay in Russia. If you have arrived in Russia, you must register within 7 working days. For violation — a fine of up to 7,000 ₽ with possible deportation.

What is migration registration

Migration registration is the state registration of a foreign citizen at the place of stay. It records:

  • Where you live in Russia;
  • How long you plan to stay;
  • Who receives you — the receiving party.

Registration is needed so the state knows where foreigners are. Without registration — you are “illegal” in the eyes of the law.

Who must register

All foreign citizens who arrived in Russia are required to register for migration, except:

  • Heads of foreign states and their family members;
  • Diplomats and employees of diplomatic missions;
  • Citizens of Belarus — under special rules;
  • Crew members of air and sea vessels.

EAEU citizens (Armenia, Kazakhstan, Kyrgyzstan) — also required to register, but within 30 days — at the place of stay.

The deadline is counted from the moment of entry into Russia (according to the migration card).

Who can register you

A migrant cannot register himself! This is done by the receiving party:

  • Employer — if you work under an employment contract or patent;
  • Landlord — if you rent an apartment or house;
  • Hotel, hostel — if you live there;
  • Relatives or friends — if you live with them;
  • Medical organization — if you are being treated.

Important: the receiving party must have the right to register you. If it’s an individual — he must be the owner of the property or have a lease agreement.

How to register — step by step

Step 1. Determine the receiving party

The person you live with or work for is your receiving party. He registers you.

Step 2. Collect documents

From the migrant:

  • Passport + copy;
  • Migration card with entry stamp;
  • Visa — if any.

From the receiving party:

  • Passport (for individuals) or legal entity registration certificate;
  • Property document — ownership certificate, lease agreement;
  • Application for migration registration.

Step 3. Submit documents

The receiving party submits documents to:

  • MFC (multifunctional center) — the most convenient way;
  • MVD department at the place of stay;
  • Through the Public Services Portal — if you have an account;
  • Russian Post — in some cases.

Step 4. Receive the detachable part of the notification

After submitting documents, you receive the detachable part of the arrival notification. This is the document confirming your migration registration.

The document must contain:

  • Your full name and passport details;
  • Registration address;
  • Registration date;
  • Registration period;
  • Receiving party details.

Keep this document — it confirms your legal status. Carry a copy with you.

Registration period

The registration period depends on the period of stay:

  • Visa-free — up to 90 days (up to 1 year for EAEU);
  • By visa — for the visa period;
  • By patent — for the patent period + up to 1 year;
  • By TRP/Residence Permit — for the document period.

When extending the stay — registration is also extended. This is usually done together with extending the patent, visa or TRP.

Change of place of stay

If you moved to a new address, you must register at the new address within 7 working days.

What to do:

  • Notify the new receiving party;
  • The new party submits documents to the MFC or MVD;
  • Receive a new detachable part;
  • The old detachable part — can be returned or kept (optional).

How to verify your registration

You can verify:

  • Through the Public Services Portal — “Migration registration” section;
  • Through the MVD — by the notification’s detachable part number;
  • Inquire at the MFC — by passport.

If you have not been registered — this is a violation by the receiving party. You can:

  • Demand registration;
  • Contact the MVD — with a complaint against the receiving party;
  • Register yourself — not possible, but you can change the receiving party.

Common mistakes of migrants

Mistake 1. Not registered within 7 days

The deadline is short. If you are late — a fine of 2,000–5,000 ₽. In Moscow and St. Petersburg — up to 7,000 ₽ with deportation.

Mistake 2. Living “with friends” without registration

If you live with friends — they must register you. Otherwise — you are illegal.

Mistake 3. Not checking the details in the detachable part

An error in name, address or date — registration is invalid. Check immediately.

Mistake 4. Moved but did not register at the new address

Change of address — also 7 days. Otherwise — a fine.

Mistake 5. Lost the detachable part

This is not critical — data is in the MVD database. But it’s better to restore a copy through the MFC.
