To engage in activities relating to the use and protection of information that are part of the State party ' s territory. the creation of means for the protection of State secrets, the implementation of measures and (or) the provision of information protection services to States Secrets, without a licence, are subject to an administrative fine of between 4,000 and 5,000 rubles for officials and between 30,000 and 40,000 rubles for legal entities. with or without the confiscation of unlicensed means of protection of State secret information.
