Article 13.39: Failure to perform the duties of the organizer of the instant message service

1. Failure by the organizer of the service to exchange instant messages established by the legislation of the Russian Federation on information, information technology and protection of information responsibilities — is liable to an administrative fine of between 3,000 and 5,000 rubles for citizens; between 30,000 and 50,000 rubles for officials; and between eight and five thousand roubles for legal entities. 2.
