Article 23.59. Organizations exercising State control (oversight) in the field of natural monopolies

1. The authorities responsible for State control (oversight) in the field of natural monopolies deal with administrative offences under article 19.8, paragraph 3, of the Covenant. 2. To consider administrative offences on behalf of the authorities referred to in Part 1 of this Article within the limits of their powers, may: (1) Heads of federal executive bodies exercising federal State control (oversight) in the field of natural monopolies, their deputies; (2) the heads of territorial governments; (c) The Federal Executive, exercising federal control (oversight) over natural monopolies, and their deputies; The regional State control (oversight) of the constituent entities of the Russian Federation in the field of natural monopolies is carried out by their deputies.
