Article 23.91. As for the information resources of the Russian Federation

The Federal Executive Authority, which is responsible for the operation of the State system for detecting, preventing and eliminating the effects of computer attacks on info The resources of the Russian Federation shall deal with cases of administrative offences provided for in article 13.12.1, paragraphs 2 and 3, of article 13.12.2, paragraph 2, of article 19.7.15 of the present Code. 2 The head of the federal executive body authorized to deal with administrative offences on behalf of the body referred to in part 1 of this article shall have the right to decide on administrative offences.
