Article 181.5: No decision of the assembly

Unless otherwise provided by law, the decision of the assembly shall be null and void if it: (1) is taken on a matter not included in the agenda, except in the case of a meeting or a secret ballot All members of the relevant civil society participated; (2) adopted without the necessary quorum; (3) adopted on a matter outside the competence of the assembly; (4) etc. It’s a matter of law and order or morality.
