Article 30: Preparation for and attempt to commit a crime
1. Preparation for an offence shall be deemed to be the solicitation, manufacture or adaptation by a person of the means or instruments for the commission of the offence, the solicitation of accomplices in the offence, the conspiracy to commit the offence 2. Criminal responsibility 3. An attempt to commit an offence shall be deemed to be intentional acts (inactions) of a person directly aimed at the commission of an offence. Other offences if the offence has not been brought to an end for reasons beyond the person ' s control.
